Renewable Energy Independent Power Producer Procurement Programme

South Africa has a high level of Renewable Energy potential and presently has in place a target of 10 000 GWh of Renewable Energy. The Minister has determined that 3 725 megawatts (MW) to be generated from Renewable Energy sources is required to ensure the continued uninterrupted supply of electricity. This 3 725 MW is broadly in accordance with the capacity allocated to Renewable Energy generation in IRP 2010-2030.

This IPP Procurement Programme has been designed so as to contribute towards the target of 3 725 megawatts and towards socio-economic and environmentally sustainable growth, and to start and stimulate the renewable industry in South Africa.

BW 3

Financial close with BW 3 Preferred Bidders will not be concluded on 30 July 2014.   The Department is  in the process of finalising the financial close protocol to give effect to a staggered financial close process.  Detail wrt the closing process will be communicated soon to preferred bidders.

March 2014 CSP  Bid Window  

The Department is in the process of finalising its approvals for the March 2014 CSP Bid Window.  The announcement will be made soon.

BW 4 RFP

The Department issued Briefing Note 19 on the www.ipprenewables.co.za website.  The purpose of this Briefing Note is to: provide the foreign exchange exposure and assumptions for the purposes of the Fourth Bid Submission Phase; amend clause 5.1.8.6.1.2 of Part A (General Requirements, Rules and Provisions) and clause 2.7.3.1.6 of Part B (Qualification Criteria) of the RFP in respect of the weighted Contributor Status Level of a Bidder; amend the Environmental Consent Criteria and Evaluation in clause 2.4 of Part B (Qualification Criteria) of the RFP in respect of splitting of environmental authorisations; notify Bidders of the manner in which to provide the information required in terms of clause 9.7.7 of Part A (General Requirements, Rules and Provisions) of the RFP;  remove clause 2.5.4.6.2 of Part B (Qualification Criteria) of the RFP and Appendix R8 (Letter of Indicative Support Template from Alternative Funders) from the RFP; reissue Volume 3 (Technical Requirements) and amend clauses 2.6.2.6.1 and 2.6.6.6.2 of Part B (Qualification Criteria) of the RFP; amend the timetable for the REIPP Procurement Programme clause 10.1 of Part A (General Requirements, Rules and Provisions) of the RFP; notify Bidders of the upload onto the REIPP website of word versions of Schedule 1, Part 1 of the PPA for each Technology; and respond to Bidder queries received by the Department between 24 June 2014 and 21 July 2014.

Briefing Note 20 (details of the Department’s requirements in relation to the packaging and packing of Bid Responses; confirmation of the venue for submission of Bid Responses and the procedures for the delivery of Bid Responses) will be published by no later than 4 August 2014.

The Department uploaded the "Word Version" of B.id Window 4 RFP Volume 4 - Financial Requirements under the "DASHBOARD" tab. 

Please note that Eskom uploaded the GCCA 2016 report dd June 2014  on its website.

Registered bidders were provided with the "Disclosure of Advisors" template through an e-mail on 23 July 2014.  Please note that this template differs from the BW 3 template.    Bidders are reminded of the submission date of 4 August 2014 Close of Business.

Where a bidder has notified the Department of a Project for submission in the Fourth Bid Submission Phase and has not received a unique Project Number by 22 July 2014 (close of business), the Bidder should e-mail the Project Officer at query@ipp-renewables.co.za as soon as possible.
