Renewable Energy Independent Power Producer Procurement Programme

South Africa has a high level of Renewable Energy potential and presently has in place a target of 10 000 GWh of Renewable Energy. The Minister has determined that 3 725 megawatts (MW) to be generated from Renewable Energy sources is required to ensure the continued uninterrupted supply of electricity. This 3 725 MW is broadly in accordance with the capacity allocated to Renewable Energy generation in IRP 2010-2030.

This IPP Procurement Programme has been designed so as to contribute towards the target of 3 725 megawatts and towards socio-economic and environmentally sustainable growth, and to start and stimulate the renewable industry in South Africa.

Invitation to submit a proposal for the finance, construction, operation, and maintenance of renewable energy generation facilities.

Expedited Bid Submission Phase

In recent media statements, the Minister announced that the Department would be issuing a Request for Proposals for an expedited renewable energy IPP procurement process, for which 1800 MW would be allocated.  The Expedited Bid Submission Phase will be open to all Projects which are ready for submission within the required time-lines, including Projects which were unsuccessful in previous Bid Submission Phases.

Briefing Note 23 has been uploaded and is available to all registered and paid-up bidders.
The purpose of this Briefing Note is to:  provide prospective Bidders for the expedited procurement process for new generation capacity from renewable energy sources, announced by the Minister during April 2015 (“Expedited Bid Submission Phase”), with information regarding the process for issue of the RFP for the Expedited Bid Submission Phase; and invite prospective Bidders to register their interest to participate in the Expedited Bid Submission Phase.
Please note that the submission date for the Expedited Bid Submission Phase is 1 October 2015.  Potential bidders are urged to immediately apply for the cost estimate letters from the relevant grid provider and pay the associated fee where applicable to ensure compliance with the timelines for issuing set out by grid providers.    

Briefing Note 24 has been uploaded and is available to all registered and paid-up bidders. The purpose of this Briefing Note is to provide certain documents which form part of the RFP (as updated in June 2015 for the Expedited Bid Submission Phase), to prospective Bidders for the Expedited  Bid Submission Date.

Briefing Note 25 has been uploaded  and is available for download. The purpose of the Briefing Note is to provide the foreign exchange exposure and assumptions for the purposes of the Expedited Bid Submission Phase; and notify Bidders of the upload onto the REIPPPP website of Volumes 1;3;4 and 5.

The updated JB template has been uploaded in Volume 1 for the Expedited Bid Window. 

Briefing Note 26  has been uploaded and is available for download. The purpose of the Briefing Note is to provide certain documents which form part of Volume 2 of the RFP and to amend the timetable for the REIPP Procurement Programme.

Briefing Note 27 has been uploaded and is available for download. The purpose of the Briefing Note is to provide the Biomass and Landfill Gas Projects Power Purchase Agreements.

Briefing Note 28 has been uploaded and is available for download. The purpose of the Briefing Note is to provide responses to Bidder queries received by the Department up to the 10th of July 2015.

Briefing Note 29 has been uploaded and is available for download. The purpose of the Briefing Note is to provide notify the Bidders of the analysis done by the Department and Eskom on the Grid Connection based on the information gathered through the Registration of Interest Process.

Briefing Note 30 has been uploaded and is available to download. The purpose of the Briefing Note is to respond to Bidder queries received by the Department between 11 July and 31 July 2015 and to amend clause 53.1.5 and clause 53.4.3 of Part A of the RFP.

REIPPPP Public Participation
Process
After five successful bid submission phases, the Department has decided to review its current procurement framework and formally invites interested parties to submit comments on the REIPPP Programme. The responses solicited from this public participation process will be considered in the development of a revised approach towards procurement under the REIPPP Programme. The Request for Proposal (RFP) and related procurement documentation which facilitate the procurement of Independent Power Producers will be issued in early 2016 for the next round of bid submission phases. Interested parties who wish to comment and provide inputs on the REIPPP Programme and the related procurement documentation are invited to submit their responses on www.ipp-projects.co.za from 3 August 2015 to 2 September 2015.
Generation Connection Capacity Assessment June 2015

The latest version of the GCCA 2022 has been released by Eskom. The intention of the Generation Connection Capacity Assessment of the 2022 Transmission Network (GCCA-2022) is to provide stakeholders with an indication of the available capacity for the connection of new generation at the main transmission system (MTS) substations on the Eskom transmission network that may be in service by 2022 based on both approved and proposed new transmission infrastructure projects.
